TECHNICAL NOTE No. TECH-010-2026, MMN-14/2026 CONCENTRATED INSPECTION CAMPAIGN

The purpose of this Technical Note is to provide information on the Concentrated Inspection Campaign
(CIC) on Cargo Securing in Cargo Units and Cargo Transport Units, conducted jointly under the Tokyo and
Paris Memoranda of Understanding.
The campaign will take place from 1 September to 30 November 2026, in conjunction with routine Port
State Control (PSC) inspections. Its main objective is to verify compliance with the applicable
requirements of the 1974 SOLAS Convention, particularly regarding cargo security, proper stowage, and
cargo securing, including the systems and arrangements used to prevent cargo shifting during transit.
During the CIC, Port State Inspectors (PSIs) will use a predefined questionnaire developed in accordance
with the Tokyo and Paris Memoranda of Understanding. Any deficiencies detected during the inspection
will be recorded in the CSP inspection report and may result in appropriate action by the Port State
Control Authority.
Each vessel will be subject to a single CIC inspection during the campaign period, as stipulated in the
Memorandum of Understanding.
Therefore, all stakeholders are urged to review and verify, before September 1, 2026, the vessel’s cargo
securing systems, procedures, equipment, and documentation to ensure full compliance with the SOLAS
Convention and applicable requirements. Particular attention should be paid to the Cargo Securing Manual
(CSM) and the correct implementation of cargo securing procedures on board.
The Panama Maritime Authority also recommends reviewing the applicable “Guidelines for Minimum
Compliance – Panama Maritime Authority” to ensure the vessel is adequately prepared for the upcoming
inspection campaign.
