TECHNICAL NOTE No. TECH-009-2026, MMC-379 Procedure for Port State Control (PSC), 2025 amendments
The purpose of this technical note is to inform Port State Control Officers (PSCOs), shipowners,
operators, Masters and other relevant stakeholders of the update to the Port State Control (PSC)
procedures following the adoption of IMO Resolution A.1206(34), Procedures for Port State
Control, 2025, on 3 December 2025.
The Circular provides an overview of the principal changes introduced by Resolution A.1206(34) and their
implementation within the national PSC framework through Resolution No. 107-OMI-320-DGMM.
The updated procedures are intended to promote greater consistency and effectiveness in the conduct of
PSC inspections, including the identification and assessment of deficiencies and the application of
appropriate control measures.
The updated approach places greater emphasis on effective operational compliance, in addition to
documentary compliance, including the proper implementation of safety management systems, maritime
security measures, environmental requirements, applicable international conventions and the competence
and familiarization of the crew.
The purpose of the Circular is therefore to ensure that PSC inspections provide an effective assessment of
whether a ship, its equipment, procedures and crew are capable of complying with the applicable
international requirements in practice, while maintaining consistency with the IMO Instruments
Implementation Code (III Code) and the relevant IMO conventions and instruments.
