TECHNICAL NOTE No. TECH-006-2026 MMC-269 MLC, Certification process-Maritime Labour Convention, 2006, as amended (MLC).
The purpose of this technical note is to provide information
1. Mandatory Certificates and Documents
• All ships under MLC must carry the Maritime Labour Convention and the MLC Certificate with
DMLC Part I and Part II.
• The Interim MLC Certificate is valid for up to 6 months and does not require DMLC I or II
during its validity.
•
2. DMLC Part I
• Requested only before the full inspection for the full-term certificate.
• Issued through SEGUMAR 2.0, free of charge, electronic format.
• Must be reissued if the ship changes name or gross tonnage (GT).
• Changes in operator or DOC do not require a new DMLC I, but DMLC II and the MLC
Certificate must be updated.
•
3. DMLC Part II
• Completed by the shipowner after receiving DMLC I.
• Endorsed by the Recognized Organization (RO) after initial or renewal inspection.
• Must include ship name, IMO number, and GT.
4. Inspections and MLC Certificates
• Interim Certificate applies to: new ships, change of flag, or new shipowner.
• If RO changes during an interim period, the new RO must reissue the interim certificate.
• If the full-term certificate cannot be issued immediately, a Provisional Certificate (max 5
months) may be issued.
• RO may extend the MLC Certificate for up to 5 months after a successful renewal inspection.
• Intermediate inspection must occur between the 2nd and 3rd anniversary.
• If inspections are not completed on time, the certificate becomes invalid, and a conditional
certificate must be requested for a single voyage.
5. Handling Deficiencies
• Significant deficiencies must be reported immediately to Segumar.
• The MLC Certificate may be withdrawn for serious or repeated non-compliance.
• To request a conditional certificate, the RO must submit: inspection report, DMLC II, MLC
Certificate, and valid financial securities.
• Changes in ship name, GT, operator address, or ISM annual verification do not require
authorization for additional inspection.
• RO must reissue updated certificates with the same expiry date.
